INAUGURAL SPEECH AT THE FIRST SENATE MEETING OF BORNO STATE UNIVERSITY, MAIDUGURI. BY THE VICE-CHANCELLOR AND CHAIRMAN OF SENATE, PROFESSOR UMAR KYARI SANDABE

The Government of Borno State in January 2009 set up a Technical and Planning Committee for the establishment of Borno State University with Professor Muhammad Nur Alkali as chairman. The bill establishing the University was signed into law on 10th September 2012 by former Governor Kashim Shettima. The government in 2016 reactivated the Technical Committee and appointed Professor Abubakar Mustapha as its Chairman and the committee finalized its work and applied for the license from the National Universities Commission (NUC) and was granted, thus heralding the establishment of the Borno State University (BOSU) in 2016.

The Vision of the University is to a first-rate institution whose ethos is anchored on and defined by excellence in teaching, learning, research and innovation as well as outstanding service delivery for the growth and development of society, while the Mission is to  as an institution for intellectual development whose ideal is training men and women to acquire appropriate skills, abilities and competence, both mental and physical as well as inculcating the right type of values and attitudes for the well-being of the society in general The motto of the University is ilmu laisa lahu hudud translated as knowledge has no boundaries.

On 7th March 2019, the Governor of Borno State, His Excellency Kashim Shettima approved the appointments of the principal officers to the University with Professor Umar Kyari Sandabe as Vice-Chancellor, Professor Fanna Inna Abdulrahman and Professor Haruna Dantoro Dlakwa as Deputy Vice-Chancellors Central administration and Academic services respectively, Zanna Mustapha Kashim as Registrar, Dr Abba Buba as Librarian, Engineer Muhammad Habib as Director of Works and Physical Planning, Mallam Adamu Saidu as Bursar, Mallam Madu Mshelia as Internal Auditor and Mallam Yusuf Yari as chief Securuty officer. Soon afterwards, the principal officers held inaugural meeting, visited the University site, inspected and with the active participation of the Governor Elect Professor Babagana Umara Zullum mni, fnse, started and completed the renovation within the shortest possible time. This site comprises the Administrative block, 12 class rooms, 2 large lecture theatres, three laboratories, a library, the University Clinic, the internet Centre and the toilets. On 6th April the principal officers paid a familiarization visit to the NUC and interacted with its management. This meeting prepared the path for the quick approval of the University  application for its academic programs.

It should be noted that at the time the principal officers were appointed, all procedures for admissions at the Joint Admissions and Matriculations Board (JAMB) had been closed, but due to relentless efforts, constructive persuasions, acumen and determinations of the management, JAMB invited the University to its policy meeting on 12th June 2019 and subsequently admitted it into the central admissions processing systems (CAPS). This enabled the University to start admissions for the 2019/2020 sessions. After assumption of office on May 29th 2019, the Governor of Borno State, His Excellency Babagana Umara Zullum mni, Fnse gave approval to release its first statutorily funds which was so substantial that it gave strength to the University. Thereafter, the management assessed all the projects and resumed payments to the contractors of the five new faculties and the senate building and now the projects are at 98% completion. Contracts for roads constructions and sinking of low aquafer borehole at the new Faculty of Arts building to provide water was also awarded and fully paid for by the University and works is completed. The University management also visited various interventional organizations to attract and develop infrastructures at the institution.

National information technology development agency (NITDA) approved contract for the establishment of information technology hub, this hub according to NITDA would be one of the largest in the country. The contractors have since inspected the allocated site and are about to start work. Tertiary education trust fund (TETFUND) also constituted a committee that visited the University, inspected the facilities and made very promising remarks and have already submitted its report for this quarter meeting of the Board of trustees of the Fund. The University is highly optimistic that it would be enlisted so as to start accessing funds from this quarter. The University has emplaced all the required infrastructures in order to commence academic activities this 2019/2020 academic session with four faculties and thirty three programs. For convenience of take-off and ease of administration, some of the faculties are merged. The Faculties are Faculty of Arts and Education, Faculty of Social and Management Sciences, Faculty of Sciences and Faculty of Agriculture.  Already 268 students have made the list of the first batch of admission exercise, this comprises 193 students for Sciences, 138 for Social and Management sciences, 89 for Arts and Education and 16 for Agriculture. At the moment, the University is going to engage visiting lecturers and lecturers on sabbatical. The staff composition would be established after the merger processes with Kashim Ibrahim College of Education are completed. Therefore, to complete the process of academic and other activities on the campus, it is pertinent to constitute the Senate.

The Senate is the highest academic decision-making body. Among its functions are, the establishment of campuses, colleges, Faculties, Departments, Institutes and other teaching research units and also allocation of responsibility for different branches of learning, organization and control of courses of study at the University and of the examinations held in conjunction with those courses including the appointment of examiners both internal and external. The composition of the senate is; all Professors, Deans, Head of Departments, Directors and persons appointed by the Vice-Chancellor while the Registrar acts as the Secretary. Therefore, today the 17th of October 2019, Allah willing, is a historic day, being the first senate meeting of this University. The senate members and the chairman would cooperate, understand each other and work conscientiously and assiduously with the noble objective of making the University one of the best citadels of learning with high sense of discipline. To achieve this, the senate would operate within the framework of the law and where the law is ambiguous, members would navigate with wisdom and with high level consultations so as not to derail. The senate would always work towards maintaining good labor relations among the workers and the leadership would avoid actions based on hearsay, rumors, accusations without facts and extemporaneous considerations so as to foster unity and harmonious working relationship.

Finally, the management wishes to acknowledge, appreciates and commend the concerns, commitments and support of the Governor, His Excellency Professor Babagana Umara Zullum mni, Fnse for making the management to achieve so much in short a time and to see the University realizes its vision and mission.
